OpenAI is preparing to bring its self-serve ChatGPT ad platform to the UK. The expansion would make the UK the fifth market where advertisers can buy ChatGPT ads without going through an OpenAI sales representative. ChatGPT Ads Manager Beta is OpenAI's portal for creating, launching, and managing campaigns in ChatGPT.
The platform is currently open to advertisers in the U.S., Canada, Australia, and New Zealand. In its product documentation, OpenAI says it is "looking to expand Ads Manager Beta availability to the United Kingdom in the coming weeks." According to Digiday, U.K. advertisers in approved categories are beginning to gain access, along with the option to buy on a cost-per-click basis in addition to the cost-per-thousand-impressions model available since launch.
The U.K. consumer pilot is already running. In early June, reports said ChatGPT ads was live in the U.K., but advertisers could only register interest and buy through an OpenAI representative while the self-serve Ads Manager stayed limited to the U.S. The forthcoming expansion would close that gap by opening self-serve access to U.K. advertisers directly.

What Self-Serve Changes for U.K. Advertisers
Self-serve access removes the rep-only step that has gated ChatGPT ad buying in newer markets. Advertisers in approved categories can register, add payment details, set budgets, bids, and pacing, upload creative, and track impressions, clicks, and spend inside the portal. OpenAI says campaigns pass a policy review before they run.
A Faster-Maturing Ad Business
The U.K. expansion fits OpenAI's pattern of standing up advertising infrastructure quickly. In the U.S., its most developed market, the Ads Manager now supports cost-per-thousand, cost-per-click, and cost-per-action buying. Extending self-serve and CPC to the U.K. would narrow the gap between OpenAI's newest markets and its home market, where the company has built the self-serve, auction-based system that Google and Meta use. The addressable audience remains structurally limited, since ChatGPT's paid tiers are ad-free and ads reach only free-tier users.
The expansion also lands days before Cannes Lions, where OpenAI's advertising leadership is expected to meet agencies and brands. For U.K. performance teams, the near-term value is access and learning rather than scale. The larger signal is how quickly OpenAI is replicating the self-serve playbook of the platforms it aims to compete with.
