TikTok has opened TikTok Ad Network to advertisers targeting the US, so a campaign built for TikTok can now run in other companies' apps. The company announced the launch at Advertising Week New York, presenting the network as a way to extend campaigns beyond the TikTok app to nearly 400,000 apps worldwide.

The network itself is not new. TikTok Ad Network, or TTAN, is the ad network TikTok previously ran as Pangle, and the US is its 48th market. Advertisers will see the new name in TikTok Ads Manager, while app publishers will keep seeing Pangle.

How Campaigns Reach the Network

TTAN is a placement inside TikTok Ads Manager rather than a separate buying platform. TikTok's product announcement says advertisers can extend existing campaigns to the network with no new campaign setup.

When TTAN is one of a campaign's eligible placements, TikTok's system spreads delivery across TikTok and the network and moves budget toward whichever placement is performing better. The choice is made at the ad group level. TikTok's help centre page notes that an ad group's placement cannot be changed after the ad group is created.

The network supports CPC, CPM and oCPM pricing. Optimised CPM campaigns can use Cost Cap, Maximum Delivery, Hybrid Bidding and Target ROAS bid strategies.

TikTok describes the inventory as nearly 400,000 apps with more than 1 billion daily active users, spread across more than 40 gaming and non-gaming genres.

Reach Beyond TikTok's Own Users

The pitch to advertisers is incremental reach. TikTok says 50% of TTAN users are not on TikTok, which it puts at 95 million incremental users. For people active on both, it says the network creates 31% more touchpoints than delivering on TikTok alone.

TikTok also reports early test results of 65% improved cost per acquisition (CPA), 63% improved return on ad spend (ROAS) and 14% higher budget utilisation. These are TikTok's own figures. The sources listed under the announcement are internal data, including a 2024 test of automatic versus single placement across global Pangle markets, rather than independent measurement.

What Advertisers Can Verify

Ad networks that place ads inside third-party apps raise the same question for every buyer: where did the ad actually run. TikTok's answer rests on outside verification. DoubleVerify and Integral Ad Science (IAS) provide post-bid measurement across the network, and TikTok's help centre also lists visibility into where ads are shown and real-time screening for fraudulent traffic.

Post-bid measurement reports on ads after they have been served. It does not stop a placement in advance. TikTok's US launch materials do not say whether automatic placement includes TTAN by default for existing campaigns, so advertisers will need to check the placement settings on each new ad group.

From Premium Placements to Open Reach

The launch moves TikTok's US ad business in a new direction. In March, TikTok used its NewFronts presentation to sell premium in-app placements such as Logo Takeover, aimed at brands paying for high-attention moments inside the app.

TTAN goes the other way, selling scale outside the app. That puts TikTok alongside Meta's Audience Network and Google's display network, which extend campaigns into third-party inventory, and in front of the same quality concerns. An IAB study of 2026 video ad spend found buyer confidence in inventory quality weakens as buying becomes more automated.

TikTok also announced one-click in-app checkout and a shopping assistant at the same event.
